Help, College Planning Applying for College & Scholarships?

So, it is summer time now i was just a Sophomore now i am about to begin my Junior year and i would like to know when is the best time to start applying to college's and when is the best time to start applying for scholarships as well. Please help me i am very interested in starting me College search and i need help on how to begin. Thank You
