What do you think of the idea of not allowing high school dropouts to get driver's licenses?

Anyone who thinks this is a good idea either hasn't thought this through or is a complete moron. This is just another way for the goverment to control people. Is graduating high school easy, yes. However, there are a lot of kids at serious disadvantages. They have no home support and going to a crap school where the teachers have given up. So now these kids are to be punished beyond high school? They should have every right we do to go out and drive to work and make something of them selves. I have seen some answers on here talking like its a good idea and one person even suggested that they not allow dropouts to vote. What country are you living in?
